As the students started the project with the support of UC faculty, area businesses, residents and the city, they began to visualize a plaza on Corry Street, renovated bus shelters with lighted trellises arching over Vine Street from shelter to shelter, new cobble tile pavement, new bike racks, new lanternlike street lights, new street furniture, new signs and greenery throughout the area. That's what it looked like on paper. The plans impressed Cincinnati and the University Village Association. Now the first phase of the project, estimated to cost $600,000, has been approved by the city and is expected to get started next month. Workers will renovate a stretch on Vine Street from Corry on the north to Daniels on the south.

The work, expected to be completed in May, is financed by the city's Neighborhood Housing and Conservation Department. Timothy Sharp, architect and urban planner with the city, said long-range plans will include renovation in two more phases extending north to Martin Luther King Drive. Cost has not been estimated, he said. That phase would include: Upgrading housing. A hotel.

Dr. Justice is also survived by eight grandchildren and 14 great-grandchildren. He was preceded in death by his wife, Lucyle, and a son, Arnold Justice. Visitation will be 8:30 to 9:30 a.m. 1 today at B.J.

"They accused us of trying to drive out the young crowd with that kind of music, but that's not true," said Scott Snow, president of the University Village Association. University Village is a prime location, but its deterioration might have been imminent.

Because the through traffic was rerouted to Jefferson Avenue, not many people knew it existed. Traffic didn't enter from the north because there was no left turn off Martin Luther King Drive for westbound traffic. "Because of its central location, this area should be the crown jewel of Uptown," said John Humphrey, past president of the village association who has operated Zino's restaurant in the area for 23 years. "If we don't look good, it drags down the whole area and affects UC, EPA and the hospitals. We want to be the cutting edge of service and retailing in the area, and good environmental design will help achieve that." "We didn't hurry them in and out," she said. "They could sit and talk for as long as they liked. What made our food better was the TLC we put into it." As much as anything, market analysts have said, the five-and-dime is a victim of time.

Time that now moves too quickly, says another longtime Woolworth's customer.
